Workforce trends and international
competition suggest that Illinois will need larger numbers of better-educated
workers over the coming decades (Pritchard, A 2009). However, demographic
trends, combined with drops in higher education performance, appear to be
creating a ‘prosperity gap’ in education in the state by race/ethnicity, by
income, and by region. The state needs a highly educated workforce which must
have all combinations of demographic trends. The state is also facing substantial
fiscal shortfalls, but it is important to note that the decline in higher
education performance began before the recent budget challenges (Pritchard,
A 2009). Illnios Sate
University’s strategic plan builds upon the accomplishments of previous plans to
position the University to successfully navigate contemporary challenges and to
capitalize on emerging opportunities (ISU, 2013, p.4). In past their statergy evolved through extensive
consultation with the local communities. 
Furtermore implementing education programs will require effort of
involvemnet of all university members. Each division, unit, and office is
charged with advancing the goals and strategies of Educating Illinois through
its planning, day-to-day activities, resource allocation, and data-informed
evaluations to realize our shared aspirations (ISU, 2013, p.4). The core values of illinios State University to guide
their work and fulfillment of their mission consists: pursuit of learning and
scholarship, Individualized attention, diversity, integrity and civic
engaement.

The first goal suggest that, “Provide
a supportive and student centered educational experience for high-achieving,
diverse, and motivated students that promote their success” (ISU, 2013, p.5).
This goal can be achieved through different strategies such as recruiting,
enrolling and retaining high-achieving, diverse, motivated students.
Strengthening the University’s commitment to continuous improvement of
educational effectiveness as reflected in student learning outcomes. Increasing
opportunities for students to engage in high-quality, high-impact educational
experiences. To create and support additional themed, living-learning
environments, including the development of a model that enhances the
environment for students living in apartments such as Cardinal Court (ISU,
2013, p.8).

The second goal suggests that,
“Provide rigorous, innovative, and high-impact undergraduate and graduate
programs that prepare students to excel in a globally competitive, culturally
diverse, and changing environment” (ISU, 2013, p.9), which can be certainly
fulfilled by implementing the proposed strategies such as to increase the
availability of state-of-the-art technology-enhanced, innovative courses and
programs for graduates as well as undergraduates. To promote sustainable,
mission-consistent growth in the research enterprise. Also, to increase the
number and percentage of faculty mentoring students by conducting research. By
enhancing of leadership and professional development opportunities for faculty
and staff. By increasing curricular and co-curricular initiatives and
activities that includes civic engagement themes for faculty, staff, and
students (ISU, 2013, p.9).

 

The third goal suggest that, “Foster
an engaged community and enhance the University’s outreach and partnerships
both internally and externally” (ISU, 2013, p.10), which means that this goal
can be realized through strategies such as enhancing cross divisional and cross
departmental collaboration. By Enhancing visibility and support of Illinois
State educational, cultural, intercollegiate athletic, and recreational
opportunities. By developing partnerships with business, education and
government entities that provide learning, financial opportunities. By
enhancing the university’s role as a cultural resource for the campus and
surrounding community (ISU, 2013, p.10).

 

The
fourth and final goal suggest that, “Enhance institutional effectiveness by
strengthening the organizational operation and enhancing resource development” (ISU, 2013, p.11),
which further can be fulfilled by certain strategies. By reviewing processes
and practices to ensure efficiency and effectiveness in the university’s
operations. By building a modern IT infrastructure that supports the
achievement of the goals and mission. To develop a long-range financial plan
that incorporates both cost-saving and revenue enhancement strategies,
including a comprehensive fundraising plan. To incorporate sustainable
principles throughout universities processes and practices (ISU, 2013, p.11).

Basically the overall
goals and objectives create a link between each other and suggests a common
theme. These four goals can be achieved by focusing on civic engagement, mass
collaboration and by creating partnership with various organizations and
exchange programs. Also the above parameters are very necessary to be
incorporated with the current practice within the current class curricula at Illinois State
University.  As implementation of
Educating Illinois proceeds, it is very necessary to regularly assess the
progress which are being made to advance the goals and strategies included in
the new plan. To meet the success criteria it is also very necessary to
document the implementation progress via annual report.
