There are many existing solutions in place for helping homeless people. Most services provided to homeless are through government and NGOs who are evaluating homelessness sociologically and economically. Government and NGO leaders treat homelessness, rightful so as a product of systematic discrepancies. They say homelessness is a housing problem and insist that housing is the solution. Housing as the primary solution — or a housing first approach– is likely to be most effective way of dealing with homelessness so far. “Housing first” means offering housing without any preconditions. Therefore a person can be using drugs or does not need a job and still have access to stable housing options. The “Housing First” model is shown to be effective at transitioning individuals into independent housing. It has also been found that communities that use this model have less hospital and rehab admissions, less emergency shelters, less incarcerations, and reduced homeless populations. Therefore Housing First may have a greater upfront cost, but the reduced cost of public services. The guiding principle behind this preventative methods is that before a person can deal with health problem, find employment, pursue personal cultivation, or improve their quality of life, stable and permanent housing is a necessary. For these reasons, many cities across the US and beyond use the Housing First model including the cities and counties of Bay Area. In San Francisco. The city of San Francisco in the next five years plans to expand low-income housing, expand government assistance for rent subsidies and consolidate their navigation systems and databases to better keep track and improve services. HSH has been funded 30 million dollars for 2018; most 85% of this money is going directly into low-income housing or some kind of housing-voucher or housing assistance programs. In short, they are dealing directly with homelessness, but not directly with homeless people. With the passing of several affordable housing acts across most of the west coast we are starting to see significant progress with these methods. Through these methods, thousands of people have successfully transitioned out of homelessness and into stable housing. However we aren’t seeing a reduction of homelessness as many people continue to enter into the San Francisco system. The “Housing First” approach is a highly promising solution to homelessness, but there are still many problems to solve with this model. For example, a prevalent challenge when people first started supportive housing programs was getting people to actually sleep in the apartment. In fact, many reported cases of individuals filling the room with stuff they were hoarding from the streets and continuing to sleep in parks and on sidewalks. The “Housing First” model works well for many many homeless, but there are still concerns that need to be addressed. The housing first model doesn’t address the mental and emotional needs of this stressed group. Often this duty of calming people and helping people deal with stress falls to case managers and community outreach volunteers, but their resources and options are limited.There are very few systematic solutions in place for helping individuals well being. This one-at-a-time system attempts to connect people with illness on the streets with services in public health and supportive housing. It is a difficult job, and take mental toughness and it is often difficult and stressful work for the case managers who are not properly trained and or lack the resources that could help.
