The term distance education
includes a range of teaching and learning strategies used by correspondence
colleges, open universities, distance education departments of open
universities and distance education training units of private sector
organization. It is one of the best ways to learn for those who are deprived
from formal education. In simple language Distance education usually involves a
situation where learners are separated at a distance from their teachers, involves
the provision of systems to establish and maintain communication between
teachers and learners and employs
a form of pedagogic interchange between the teacher and the learner to promote
learning, assessment and support”. It is characterized by non-contiguous
communication and can be carried out anywhere and at any time, which makes it
attractive to adults with professional and social commitments.

       Distance Education received a formal
recognition in 1982 when the four dec­ades old International Council for
Correspondence Education was renamed as the International Council for Distance
Education. Though the old concept of distance education was exclusively associ­ated
with print materials, whereas the new concept of distance education includes
supplemen­tary material being used through non-print media such as radio,
television, computers, laptops, recorded lectures in Mpeg and Avi formats in
CDs and DVDs and Self Learning Materials (SLM) through projectors, video
conferencing and interactive sessions between students and use of various new
media techniques.

      The
objective of correspond­ence education is to provide an alternative method of
education to enable a large number of persons with necessary aptitude to
acquire further knowledge and improve their professional competence.
Correspondence Courses are thus intended to cater to (a) Students who had to
discontinue their formal education owing to pecuniary and other circumstances;
(b) Students in geographically remote areas; (c) Students who had to discontinue
education because of lack of aptitude and motivation but who may later on
become motivated; (d) Students who cannot find a seat or do not wish to join a
regular college or university department although they have the necessary
qualifications to pursue higher education; and (e) individuals who look upon
education as a life-time activity and may either like to refresh their
knowledge in an existing discipline or to acquire knowledge in a new area.

      The
first Open University was established in the United Kingdom in 1969. It was
estab­lished mainly to teach adult students who were at distance. After a
preparatory work it started enrolling students from 1971.In India, the first
Open University, the Andhra Pradesh Open University (re-named as
Dr.B.R.Ambedkar Open University) was started in 1982. The first National Open
University, Indira Gandhi Open University (IGNOU) was established in 1985. At
present there are 14 distance and open universities established in different
parts of India. These 14 universities are UGC recognized and AICTE approved. To
meet the continuous and increase in demand of correspondence courses,
Government of India made a policy statement for establishment of the Open
University in the Country.

      In
the north eastern region of India, the concept of Distance education  is almost 20 years old. From time to time
different state and national universities provides the great facility of
distance education  to the people of
Assam. Apart from the conventional education system of Gauhati university and
Dibrugarh University, they provide distance education with the vision to reach
the unreachables of the society.

 

Krishna Kanta Handiqui State Open University-

      Krishna
Kanta Handiqui State Open University is the 14th distance and open university
and the first in the entire north east. Continuing
with the aim of building a knowledge based society Krishna Kanta
Handiqui State Open University was established to provide quality
higher education through open and distance learning to reach the unreached of
the society. Krishna Kanta Handiqui State open university is the first
the open and distance university of entire North East. With the motto ”
education beyond barriers” the university provides almost 40
programmes.  The University has been offering several academic programmes. At present
the university is offering around forty academic programmes in humanities,
Science, Social sciences and professional areas, such as – Ph. D, Masters, bachelors’
degree, diploma and certificate programme. A multi media studio set up with the

functional to meet the increasing demand. The university got the SACFA
clearance and frequency allotment of 90.4 MHz recently from the Govt. of India
to operate a community radio station which is the first in entire North East.
This frequency was used in experimental broadcast in January 2009.           

      Over the years, almost all
the Universities across the world have adopted new media technologies services
to improve the learning experience and improve the quality of education for
students pursuing classroom learning as well as distance learning.  Following the steps of these best
